THREE (3) STARS - represent the three (3) ethnic groups composing the populace of the municipality, the Ilocanos, Igorots and Tinguians

CIRCLE - divided into eight (8) parts representing the eight (8) barangays that comprise the municipality

CATTLE HEAD - depicts Luba as a cattle producing municipality

RICE FIELDS - stand for the major productof the municipality

MOUNTAINS - represent the mountainous towns within the Cordillera ranges

THREE (3) TREES - represent the three major trees abounding the town's forest
