PHILIPPINE FLAG - symbol of sovereignty of the Republic of the Philippines.

EIGHT SUN RAYS - represent the eight fightingest provinces whose ideals of courage, gallantry and patriotism led to their revolt against the Spanish government.

THREE STARS - stand for Luzon, Visayas and Mindanao which constitute the Republic’s Territorial Integrity over which the PNP must enforce the law and maintain peace and order with professionalism, zeal and dedication in keeping with the highest ideals and traditions of service to God, Country and People.

PHILIPPINE MONKEY-EATING EAGLE - the country’s national bird; it is the symbol of swiftness and ferocity; the eagle has been the symbol of  Power, Courage and Immortality since the ancient times which best describe the PNP organization and in particular the PNP National Headquarters.

SIXTEEN (16) SAMPAGUITA BUDS - stand for the sixteen (16) Police Regional Offices; symbol of honor and dignity and the privilege of being a member of a noble organization wherein the call of public service is a commitment par excellence to public trust.

SERVICE, HONOR, JUSTICE - Service is the vibrant and cogent deeds and actions in response to the needs and wants of the people in distress; Honor could be the overriding criterion and consideration in the performance of their entrusted task or mission; and Justice dispensed to everyone whatever is due to him without favoritism or discrimination of any sort.

WHITE COLOR - symbolizes peace which the PNP diligently strives to maintain in the whole Philippine Archipelago.

BLUE COLOR - symbolizes calm water (tranquility), timelessness of eternity and represent tradition and lasting values and so tends to perpetuate the past (the evolution of the PNP).

RED COLOR- symbolizes bravery and energy: the urge to achieve results to win success which give vitality to PNP HQ seal.

YELLOW COLOR- symbolizes modernization and development which the PNP strive to attain during its infancy.

BROWN COLOR (UMBER, THE COLOR OF THE PHILIPPINE EAGLE) - symbolizes impartiality; it is a neutral color and likewise the color of the earth which symbolizes neutrality (fairness) of the PNP in its assigned mission and task.
