LIGHTED TORCH AND FIFTEEN (15) RAYS - represent the institution in its mission to spread knowledge as a way nurturing the potential capabilities of the people of the 15 municipalities of the province of Kalinga and Apayao. The prime function of the institution shall be illuminate the minds of the people and cultivate in them the commitment to protect, conserve and develop natural resource which will eventually make the State College as a center of excellence in watershed development and management

MOUNTAINS AND EVER-FLOWING RIVER - bespeak of the bountiful resources which can be achieved as a result of the manifestation of the educational thrust of the institution

PLOW AND BUDDING SEEDLING - a balanced ecosystem will eventually result to better agricultural production as symbolized by the plow and the budding seedling. Better production means better income which results to improved living conditions

PEN, MICROSCOPE AND ENERGIZED WHEEL - depicts the knowledge that the college can impart through the various disciplines offered by the institution
