The proposed PNP COMMEL Srvc Seal is composed of a torch (with bar codes), lightning flash, a tambuli and a circular disc background. The following are the description and symbolism of each part.

TORCH - It sports a red flame with a tapering brown handle and set vertical along the center, superimposing a lightning flash. The handle extends to the base and the flame occupying the center chief.

The torch symbolizes the means of communications by emitting light as the simplest device of signaling directly to the eye. It signifies a passing of information or signal generated by the human hand, making use of the visual sense organ. The torch provides the guiding light or the unifying force which synchronizes command and control, be it in battlefields or in the garrisons.

Fire is the source of energy that kindles the spirit of Filipino nationalism among the Police who willingly sacrifice their lives in the altar of duty to protect our country and uphold its integrity so that it shall continue to exist as a sovereign nation free from foreign control. The fire has three lobes signifying the three regions of the country, Luzon, Visayas and Mindanao.

The universal bar codes etched at the handle of the torch signifies the importance of computers as tools of management among modern armed forces merged with telecommunications networks to facilitate command and control of the widely dispersed PNP units throughout the archipelago. The bar code signifies the role of computers in enhancing communication capabilities in terms of information warfare.

LIGHTNING FLASH - It is yellow in color and crosses the torch diagonally from upper right to lower left direction. It symbolizes electrical impulses or the passing of information through electronics the modern medium of communications.

HORN or "TAMBULI" - It is black in color and crosses the torch at the center in opposite direction to that of the lightning flash The mouthpiece is at the upper left portion and the concave body extends downwards to the right. Three (3) upper oval chains are visible from the mouthpiece to the shoulder of the torch with the remaining chains partly hidden by the lightning flash. The "Tambuli" represents the means of military communications by sound.

The Tambuli was one of the main signaling instruments of early Filipino inhabitants which was used to gather farm hands, flocks of cattle or other signaling requirements such as alarming townsfolk of a forthcoming danger. In the absence of electric power, the torch was traditional source of light among rural Filipino communities to guide them especially at night. The Lighting flash was added to symbolize the advances in electronics technology which dramatically changed the lifestyles of several primitive and developing societies.

CIRCULAR DISC - the circular design signifies the modern multi-media disk (CD-ROM) as a medium of easy storage and retrieval of large volume of information for better decision-making among military leaders/managers. The circle also signifies mobility, completeness of coordination, and support to all PNP units.
