The Seal is round with an Escutcheon or a shield-like form inside, that contains figures which plainly delineates Agriculture as the principal source of livelihood in the City. The Escutcheon is divided into four parts and described, as follows:
1. On the Dexter Chief is the rampant Blue Marlin as well as the tranquil vair waters depicting fishing as a major source of livelihood in the City, and the people's avowal for the conservation of the City's aquatic resources.
2. On the Sinister Chief is the Coconut Tree with vert leaves, which is representative of the revered coconut industry, another source of livelihood in the City.
3. On the Dexter Base are the bundles of vert rice stalks and or—ripened palay which represents rice farming as a major source of livelihood in the City. It is also a reminder that the City was once the rice granary of the province.
4. On the Sinister Base is the sugar cane with vert stems which depicts the thriving sugar industry, another source of livelihood in the City.
The Gear at the Fess Point symbolizes vital roles of commerce and industry in the development of the City.
The colors embodied in the Seal are described, thus:
1. The Or of the Fess Point depicts the progress of commerce and industry in the City, as well as the golden aspirations of the Bayawanon.
2. The color Azure of the Dexter Base depicts the sincerity and peaceful wayss of the people of the City.
3. The color Gules at the Sinister Base depicts bravery and courage inherent in the character of the people of the City.
4. The Vert colors of the coconut leaves, rice stalks and sugar cane depict the abundance of the said crops in the City.
5. The color Argent represents the purity of intention and transparency in every transaction as a virtue the Bayawanon holds in high regard.
6. The color Sable of the bold letters describes the decisiveness of the Bayawanon to defend what is right.
7. The color Yellow depicts the radiance of the Sun which nurtures and invigorates the vast natural resources of the City.
The figure 2000 A.D. represents the year the City Charter was granted.
