SHIELD - derived from the provincial seal of Pangasinan where the town is located.

MOUNTAIN - with its famous hot spring represents the landmark of Balungao.

RICE FIELDS - symbolize agriculture –– the chief source of livelihood.

LONG WINDING ROAD - represents the infrastructures and total development.

PALAY - stands for the chief product of the municipality.

BLUE SKY - stands for the hope, dreams and aspirations of the townspeople.

RIBBON - with inscription, "SAMA-SAMANG MANININDIGAN, BUKUD-BUKOD AY BABAGSAK" (UNITED WE STAND, DIVIDED WE FALL), candidly speaks of the harmony and determination of the people of Balungao.

TWENTY (20) STARS - represent the twenty (20) barangays of the municipality.

1815 - the year Balungao was founded.

GOLDEN YELLOW - represents progress and prosperity

BLUE - stands for peace

GREEN - signifies hope and life

RED - reflects the people's courage and perseverance
